The handstamps are identical in style to those used in 1930 for uprating Domestic postal cards for Foreign-Mail.

Although Belgium has issued postal stationery since 1873, it has never issued any domestic or foreign wrappers with a stamp design.

Rare surviving example of this wrapper, possibly unique from Bruges.
