Among the most unusual survivors of the Russian Civil War are official documents bearing provisional postal issues. This remarkable France Consulate in Vladivostok Certificate, dated 15 October 1922, is franked with three Priamur Rural Province overprints issued under the administration of General Mikhail Diterikhs.
The document bears the scarce provisional overprints 3k on 4k, 35k on 2k, and 70k on 1k, produced during the final weeks of the White administration in the Russian Far East. These emergency issues remained in use only briefly before the fall of Vladivostok in late October 1922.
Unlike ordinary stamps or postal covers, this certificate demonstrates the use of these overprints on an official consular document, providing a rare glimpse into administrative and consular activities during the final days of the Russian Civil War.
Documents of this kind are seldom encountered and are highly prized by collectors of Russian Civil War philately, the Russian Far East, and postal history.
