The Reichspost established this camp to secure foreign laborers (primarily from occupied European territories) to replace German postal workers who had been drafted into the Wehrmacht. These men were subjected to grueling physical labor, including heavy parcel handling, railway mail operations, and infrastructure maintenance.

As evidenced by wartime correspondence, German postal officials (Postbeamte) were stationed at the camp to serve as administrative staff, camp management, or guards. These officials were housed in separate administrative barracks on the same grounds.
