The date is ca. 1900, and it is addressed to the 'Honorable Master Luo', the provincial governor. The signature Luo is also used as a seal on the back.

Chinese postal service was beginning to suffer because of warfare between "white" and "red" forces in Russia was spilling over into Mongolia. By 1921 China closed it's offices there and regular postal service came to a halt
