1890-1920 Mongolia, Chinese Government Mail, Military Courier, Two covers are representative of the Chinese I-Chan postal system, which operated monthly for official government mail between Peking and Kiachta, on the border of Mongolia, Manuscript seal on back side

This mail included reports by the Chinese Representative from the Mongolian capital in Urga to the Emperor in Peking. A Chinese Representative was stationed in Urga to assert Chinese control over the Mongol dependencies. This system was for officials only, not open to merchants or individuals.

The date is ca. 1900, and it is addressed to the 'Honorable Master Luo', the provincial governor. The signature Luo is also used as a seal on the back.
