1890-1920 Mongolia, Chinese Government Mail, Military Courier, Large envelope was sent by the Military Courier Service, rather than the postal service or official mail. The date is ca. 1900, and it is addressed to the 'Honorable Master Luo', the provincial governor. The signature Luo is also used as a seal on the back.
